Couldn't use Q, ult, or even recall

It is how it says in the title.I was playing Katarina and it was about 15-20 minutes into the game when I realized I couldn't recall or Q. A minute or so later I found out I couldn't use my ultimate either. I tried everything to fix it from restarting the game to restarting my computer. I tried switching it to another key and it didn't work and I even tried to click the ability to use it and it still didn't even work (same for recall). All of my other stuff worked like my W, E, flash, and ignite. Everything came back at about 39 minutes, but we lost a minute afterwards.
