Weird issue I can't fux

Theres this weird issue I have while playing multiple games but it most annoys me in league. My game will randomly speed up and slow down along with some graphical issues. In games like fortnite and minecraft I will shoot/eat faster and it is very weird. It's very hard to play with and it annoys me so much.

My comp is about 1-2 yrs old. Ryzen 3 1200 OC'ed to 3.7 ghz gtx 1050 ti OC'ed I can list other specs if they really matter
