Please exclude South African players from leaverbuster

I know this sounds a little crazy but could you please exclude SA players from leavebuster.

After so many years there is STILL no servers for us,so we are forced to play on EU with 200 ping!!!even Dota2 has SA servers,so you can imagine you are a bit behind already! Reason for the exclusion,we have a thing called loadshedding here,where the goverment decides to shut off ALL power to the country when they want to,we pay our bills but the money gets stolen instead of using it for the country! Hence we cannnot control if we leave a game!

Please stop punishing our 3rd world country saps even more than you already are!
