Quinn major bug, please check.

I'm Reposting this guy post because it was well put, tested and asked properly, this need to be viewed by Riot. In short, Quinn's Q shouldn't be able to blind (miss on AA or AA's augments) after the rework but it still does. It is a HUGE bug which makes it umplayable for some champion and this post is TWO MONTHS OLD. Read it please.
