Now i know what you're thinking. This guy must be a class A retard. But i've done hours of research trying to find the issue with my patcher. Everything from running as administrator, to disabling firewall hasn't worked. The copy and paste S_OK file was a bust and reinstalling was just a huge waste of time. Need some patient assistance please. 
Chill. This happens 24/7 to everyone. Delete everything you have about League of Legends and uninstall and everything. Redownload the new patcher from Rito. And hit install. While it's patching when it hits the 0 kbps. It means that it's running through all of your files it just downloaded to make sure they're safe. Leave it there for however long it needs to and it will install eventually. It's taken me 12 hours before. BUT HEY at least it installed. Just leave it on overnight or something that's what I do. And if its not done by morning just wait even longer. Trust me it works. I've done it 5 times already.

When it shows 0kbps, it is installing files, when the patcher installs them, it goes back to downloading, that's a routine. That's just how the Patcher works
