Tahm Kench Q W W bug

When you do Q W W in succession W doesn't deal any damage. Why must I wait 1 second before I spit out the minion? Clearly a bug with Devour. Also, why is it that when I ult somewhere Devour is used, even when I didn't bring anyone along?
