Player DC in New Champ Select lobby does not cancel lobby if they have already picked their champion

If a player loses connection (not force quitting the client) during new champ select, it will show in chat that they have left the chat room, however the lobby won't automatically disconnect. If they haven't picked or banned they will dodge after the timer expires, however if they have locked in their champion they will not dodged, starting a game that will most likely be a 4v5 because one player has no internet.

This has happened to me and my teammates, and it is frustrating to be on both sides. To combat MMR loss when a teammate DCs, I have dodged (losing LP isn't too bad, but that should be a punishment to those dodging for other reasons not because they want to save others from a 4v5).
