3 months and the punishment is cleared
Although you are no longer chat restricted, you still need to play for a period of time without being punished or receiving too many valid reports in ordered to show that you are "reformed." Unfortunately, though, there is no set amount of time that you need to play for, as it is different from player to player. Riot has claimed that they are working on making it more clear as to how long before you are eligible to earn the hextech loot again. All I can say right now is to play games with positive behavior and eventually you will be able to earn them.
