[GAMEPLAY] Bard ult doesn't work (rip Kindred)

My ult didn't work on a tower but worked on a minion. Im guessing its because we hadn't killed the tier two tower yet. This is 100% reproducible.

(I went in and reproduced this in training mode. You cant ult towers if you havnt killed the tower before it in the lane. aka you cant ult tier two if you havnt killed tier one. This also means though that you cant ult the nexus towers if you havnt killed the inhibitor yet. I don't know if this is intended but if it is it's super dumb)
