[CLIENT] Client Constantly Auto Declines Matches and gets Stuck at 0 Seconds in Ranked Lobby

This issue has been going on for months and it's been stopping me from playing the game. Every time I get on, I constantly have to wait through 30 minute queue dodge timers and lose countless amounts of lp to this bug. This is very frustrating yet I have never received a genuine response that's not fix the client and reinstall. The problem is most likely not my connection as I never suffer from ping drops in game nor my actual pc specs. I have tried reinstalling and using the hextech repair tool, but it has not done anything to help this problem. Please look into this bug it infuriates me to lose so much lp and time for something that's out of my control.

As a side note to add more detail, the bug can happen both before entering a match and when I'm already in a lobby. It can stop connecting at any phase from banning to picking champs, yet I can still chat with other players in the lobby even though the client seems to be not connecting.
