Swain's Ult's initial mana usage doesn't charge Tear
[GAMEPLAY] As said above, this happens to me every time I buy Tear on Swain. Whenever using his ult it takes keeping it active for a second to actually get a tear stack; it isn't granting a stack for the mana expenditure when initially cast.
To recreate this bug, simply:
- Buy a
