When i win and take victories the number of my victories and my points dont increase. I win all the time but my victories have stucked to 35 and my points dont increase but when i lose they decrease. WTF? Is this a bug my account is bugged wtf is going on?

LP definitely isn't a joke and should be granted accordingly, could you double check to ensure that you didn't receive LP for these matches? Compare your wins to your losses to see how it adds up and keep in mind, your match history wouldn't display any queue dodges which could be a reason your LP isn't increasing.
