Clicking and button bug (gameplay)

the bug occured after i loaded in, my mouse was not the normal altered appearance, and instead appeared as my normal desktop appearance with a loading icon occasionally. The game run smoothly, i could see everyone moving in normal fps, however i was unable to register any clicks or any keyboard button presses. I could not type in chat or anything. My team did the early ff for afk, and i saw the surrender vote come up with 5 places (as if i was still connected) and i dont have trouble with any other elements of internet. I have very recently had issues with severe lag in league (no changes to my computer) when it used to run fine. more recently my screen will freeze for a second and my ping will jump up to 200-300 when abilities are being used. I noticed no ping spikes in the short time we were in game however. This is the first occurrence and i dont know what caused it, i didn't do anything different, the game simply loaded me in like this.
