everything is blue

Hey i made a ticket saying that all particles in my game are blue....like zeds q is deep blue and nidalee's q is completely invisable so is lux's q and e gnars q is super dark blue etc...i have already made a ticket and it looked like a copy paste answer telling me to go into a riot folder then change the colors from 16 to 32...i open it and it was already 32 so i changed it to 16 saved it then open it again changed it back to 32 saved it and that worked for about 1 game then everything went back to a deep blue...even the tower hits are deep blue and its been like this since the new map went live for team builder and its almost unplayable now and super annoying...i just got a project yasuo skin and i know his wind wall and q tornado is supposed to be orange but its dark blue are there any real fixes for this yet? because it sucks to play league like this
