Slow down in game ?

Earlier I was playing in a rank with a friend of mine and the two of us got some slow down while playing !!!! Like our champs was moving slow and the animation too !!!! So you know it guys my pc is OK , everything is running at it best !!! My internet is ok , I even called my internet provider and they said that everything is ok !!!! And you guys did this thing happened to you before?
