[Gameplay] Skills aren't working 1 out of 3 games

Hey guys... Does anyone have a solution for this problem? The last three games I have played have been without the use of skills. Kinda sucks.. Any help is appreciated.

I quit and rejoined over and over and it worked by like try 6... yay riot
