Ryze buffs in 6.17 didn't apply [GAMEPLAY]

I just noticed this after patch 6.17 was rolled out that the ryze buff that was supposed to be applied was either non existant, or the tooltip on his ult was not correctly displayed (as shown on the picture attached to this post). To replicate the bug, just go in a game and look at the tooltip for ryze's ult at level one. It will display 1500 range instead of the 1750 range described in the patch notes.
