Rumble spell bug
When i play Rumble, sometime , i am able to use my E even in overheat mode, it happen when i get in overheat by using my first E stack , i am able to use the second stack even with the silence

This is intended to retain the functionality he had before it became an ammo system.
Pretty much how it worked before the change, casting E fired a harpoon and then allowed him to cast it again within several seconds. If casting E overheated him he would still be able to fire the second shot. How it works now is if E overheats him and if he has a charge he can fire it.
