Last year, if you had reached Gold+ you would have gotten a Victorious Oriana skin as a result. I reached Gold 5 in ranked solo but did not acquire this skin. Here are pictures to prove I reached Gold and have no Victorious Oriana skin.
Were you toxic last season to the point of restrictions/temp bans? Also I believe honor 0-1 do not get rewards. (would need to look into it)
Open a ticket, if you were eligible for rewards the support people can add the skin and all other rewards manually to your account. I did that once too for forum badges.
That picture doesn't prove you reached Gold, it just shows you don't have the skin...
Toxic players were disqualified from earning end of season rewards.
