[Gameplay] Quinn's Passive (Harrier)

I've been playing Quinn quite a bit lately and noticed a delay with her passive going off. If Valor has just applied Harrier, and you immediately auto attack to proc Quinn's passive, very frequently it doesn't work. The next auto attack is then what will proc it. It seems to usually occur when auto attacking too soon after Valor has applied the passive. I'm not referring to the passive being applied while the auto attack is already on its way to the target, but attacking once the passive mark has been applied.

Has anyone else experienced this?
