It's not a bug but an "Intelligent" ultimate positioning. if there is enough space to have you outside of tower range Yasuo will float there.
Not a bug. Look up "did you know" its intentional
They should apply this for when ulting people on the edge of the enemy fountain, I'm surprised it's still not fixed.
