PATCH 5.14 NOT WORKING PLEASE HELP!

My patcher is not working, it has an unrealistically low download speed, (I usually get 1Mbps its at like 20kbps- 300kbps) and I've tried four times now to patch and the same thing keeps happening: I will stop at 56% with 0kbps, or I will get stuck at an even lower percent of completion. Ive tried repairing, reinstalling and nothing is working, anyone else have a fix?
