Champion Select Chat Bug

So this is a bug I confronted since the launch of the new client, and it has been giving me trouble since then. some games are fine and do not have this bug, but the game after will have it and it will keep happening unless I restart the client. I've been trying everything, I did a full repair, used the Hextech Repair Tool, but nothing worked.
