Lee sin glitch? Dragon's Rage not causing collision with pool party skin?

In two separate games I was playing lee sin Jg I was going for the "Insec" play And For some reason when I tried to kick The intial target through another target it would NOT cause the second target to take damage or be Knocked in the air. The only similarity is that I had the Pool Party skin on, One happened bot lane vs. Barus And tahm, The other was a Jhin being kicked into the yasuo. I don't believe they were out of range but I guess the Jhin one could have been.
