Shyvana Q & Rageblade

So, got this from the wiki, and it is still the same in game as well so:

Active: Shyvana's next basic attack** strikes twice **in one swift movement, dealing bonus physical damage and triggering on-hit effects with each strike.

"strikes twice" however, this does not give her double stacks for rageblade. Now I understand that this would be overpowered, however:

Either make a note on the skill or item that Shyvana's Q doesn't double proc rageblade OR Make it double proc.

As someone who uses Shyvana quite often, this is just annoying that it doesn't occur or isn't clarified.
