Game "reloading" during champ select (HELP!)

Is anyone else experiencing this issue? About 80% of the time during champion select my client will kick me back out to waht looks like the queue screen again. Shortly after that it will go to the loading screen with the league logo for about 45 seconds then put me back in the champ select that's already been active. This sometimes results in me missing a ban or not being able to select my champion because I'm stuck on one of those other screens during that time. This is a new issue that just started for me 2 days ago. Been playing the game fine for a long time. Any help or similar experiences would be appreciated! I've tried the hextech repair tool and a full reinstall. Neither did anything to help.
