[GAMEPLAY] Garen - Judgment doesn't deal critical damage

On Garen , Judgment clearly states that the ability has the capability to critically strike for additional damage, however, even after obtaining 100% critical chance, Judgment fails to deal critical damage to any champion/monster/minion/etc. and only regular base damage is dealt to enemies.

1. Build any items with critical chance totaling to 100%.
2. Activate Garen's Judgment (Ability bound to E)
3. Attack an enemy and have no critical damage done.

I've noticed this for almost a month now hoping for a patch but none were made. I normally rush an Infinity Edge on Garen and occasionally deal critical strikes with Judgment but that doesn't seem to happen at all anymore. Skins or items don't seem to affect this bug, but as long as 100% critical chance is reached, the lack of critical strikes will show.
