Shop not working

The screen is either black or it shows that screen with Galio. I have to constantly reload the shop in hopes to buy something especially since I got a bunch of RP from the holidays. I don't know if this is just a bug with my account or my desktop but it is a problem I have been dealing with and I thought it would be fixed by now. Thanks hope other people that have this problem will have it solved for them as well.
