I dont know why this happens but if you go cdr runes on new rune system with karthus taking Cosmic Insight with The Ultimate Hat allowing you to get 60% cdr on your ultimate (Requiem). The base cdr for karthus ult is 160 seconds rank 3 and with the 60% cdr your ult goes to around a 74 second cooldown which is incorrect as shouldn't it be a flat 64 second cooldown which is confusing. i found this through the practice tool but dont know if this happens in online games EDIT: i now know that the way the runes works The Ultimate Hat takes away 15% cdr then the other 45% is taken from what is left but is that how it was intended?

The math is actually right. While yes, 60% CDR would result in a 64s cooldown, we don't have 60% cdr.

The Ultimate Hat is not stackable cdr, it's a unique cdr only for ultimates. So, what you have is 45% CDR on 160, which reults in 88. This is our new "base". The Ultimate Hat now reduces our "base" by an additional 15%, which results in 74.8s. Math is below.

160x0.55 = 88 [Reduced 45%] 88x0.85 = 74.8 [Reduced 15%]
