Bard not properly patching in PBE

When i logged into the PBE, I was expecting the usual patching especially with the new champion. However, what I was not expecting came in champ select. I bought bard but I could not select him. In fact, I couldn't see him in my pool. When my teammate told me he already selected Bard, he still had a blank champion panel. I don't know if anyone else didn't patch the PBE as expected, but it is saying I cannot load into the game due to missing a critical part of the game (Bard) and that I should reinstall.
