Cannot click anything on UI?

I cant click anything on my ui. Only if I press buttons on my keyboard. Not sure if there is a fix or not. Im repairing but this is new to me.

Ok so I messed with it a little. And I can click the ui if I hold down SHIFT?? Not sure why its doing this.
