Summoner Spells Not Working

I was fighting a Lee Sin top as a Fiora in a match. I just died and I was running back to lane and tried to TP to my pink ward for a flank. My TP was off cooldown, but it would not let me cast the spell. It just said, you cannot cast this spell now right underneath all my icons. I thought that was weird so I tried to flash as well to see if it was just Teleport, but my flash had the same problem. It wasn't until I killed Lee Sin that both my Summoner Spells were available.

The icons were slightly off color as well.
