I do not have the base thumbs up emote. I thought everyone got it, but it s=doesnt show up even in the unowned section of emotes.

I have it when im in game but its invisible on my wheel and not in my collection on NA

I submitted a ticket to RIOT because same here, my thumbs up emote is gone, along with SEVERAL others, after a back and forth with someone on their team it came down to this, they said they had no record of them even being on my account and there is nothing they can do to help me. Thank you riot, after spending thousands of dollars and 10 years playing this cancer that is your creation, you actually just lie to me about what i own on my account and wont fix it. Im done with wasting my time on a game that does not care about its players, it pretends to. Its all bout loot boxes and overpriced dogshit uncreative skins. Im not a sped, i use one account only, all my shits there, how the fuck is there no record of having this shit. Legit mediocre staff and absolutely CANCER community, at least when you are out there on the fields of fucking justice.

I have the same problem, I can still emote the default "thumbs up" in game, but the client does not have any emotes equipped. There is one emote at the bottom of "sort by date acquired" that is a blank square with smiley face.

Yeah its missing for me as well. I have it set as the center of my wheel, but it shows it as blank. My curser gives the prompt to click on something but there is nothing.

Its most likely that riot wants to remove it so no1 gets any emotes for free and they are hoping we wont notice if they do it like that.

If you're missing the thumbs up icons - try signing out and then resigning back in. Likely if the new client was downloaded it's a little bugged or something. I did that, and poof! came back.
