So I was playing jinx 
in patch 6.7 and whenever I used my W or E or any ability it wouldn't let me aim but instead it activates wherever my mouse is and automatically uses the ability. I tried everything to fix it but nothing helped. This was so annoying especially using my ult. Riot please fix this.
Did you turn Quick Cast on? Because that's exactly what it sounds like...

Go to the menu (Escape) and unclick the highlighted QWER.
Sounds like Smart Cast was enabled for you when you didn't have it before this patch. I heard some people saying that it got enabled on them.

That is definitely Quick cast on bro just go through the options and you should find it right there.
