Old items still on Twisted Treeline

I just played an intermediate bot game on twisted treeline and Blackfire Torch was built by the opposing Malzahar bot. With no way to counter it it seems a tad unfair. I thought most of these items (ie. atma's impaler and blackfire torch) were taken off of twisted treeline.

you can also expect atma's impaler from bots (someone else reported this bug as well)

It has been this way ever since they started removing items. It has been several patches, and still no fix! wtf rito?
