Forced to AFK Leaver Buster

Um, Hi Riot, I just joined a ranked game, my game never loaded, neither did a bug report window pop up. I tried to exit the client and going back in after seeing that I had a dodge timer of 20 min when I tried to re-queue. Once I logged back in, said that I got 5 Leaverbusters. I'd really like to understand why I am being forced to do these timers without me doing anything.

Also, once I logged back in (sorry for the redundancy) It opened the end game results and said leaver (remake). The people in the chat said that I never connected. I'd really like to know why this happened. Keep in mind I was watching an uncached video online and my internet had no problems at the time. Not sure if this a bug or not because the bugsplat window did not come up.
