Victor q bug
In game there is a bug with victor his q. When you do q on a minion and then attack the turret or inhibit or nexus it does the empowers damage all the time. so every hit is an empowered one

It's not a bug. What's happening here is, while the animation and sound of the empowered auto may go off, it actually isn't dealing any extra damage. The extra damage will only to minions/monsters/champions/etc., but the "buff" that gives you the empowered auto will not be consumed when attack structures.
It's similar to Vayne's Q and Jax's ultimate proc, where you hear the sound of the empowered auto, but no extra damage is actually applied.
Oh no, that's normal. See, his Q doesn't do bonus damage on turrets, because that would do tons of damageTM. Vayne Q doesn't go off on turrets either. There are only so few attacks that actually proc on both champs and turrets.
