Lose of champion control

Ive looked over and over for a solution, but the threads ive come across are super old and none of them have really helped me. the problem is in game i will suddenly lose ALL control of my champion, it doesnt matter who i play or when in game, i wont be able to move, i wont be able to use abilities for about 2-3 seconds. I can move my cursor and click and it shows the arrows as if it recognizes im inputting a click but my champion doesnt do anything, just sits there the link i showed is exactly what happens to me and it happens every single game

My specs: Windows 10 pro 64 Bit I7 2600 @ 3.4GHZ 16 GB Ram Nvidia Geforce 730 4gb Vram graphics card

if anyone could please help, ive lost several ranked games ive already deleted nvidia experience and msi afterburner ive already reinstalled league ive already wiped the computer and reinstalled windows im out of options and at this point im about to stop playing league
