Severe loading screen bug that began suddenly after today's patch.

As of the new patch, I can no longer play the game under any circumstances. This also happened to my PBE account at the beginning of the last cycle (the same cycle as the current live patch that was released today) and has not been addressed or resolved in any way. Upon completing champ select and entering loading screen in any capacity (PBE, lives, customs, tutorial, etc.) the window turns black and will not respond. I have already used the hextech repair tool multiple times. I have reinstalled, repaired, clean uninstalled, checked firewalls, and forced re-patches as well. Loading screen was functioning perfectly fine on live servers less than 24 hours prior to this post but after the patch they no longer work. I have sent in multiple tickets over the past couple of weeks regarding the issue on my PBE account (all of which have resulted in radio silence from Riot). I apologize if I sound antagonistic. I am just very frustrated that Riot hasn't even responded. I appreciate any and all advice on how to resolve this.

Side note: I am not the only person experiencing this. You can find multiple board posts mentioning the black screen that were just posted today.
