Players backing out in champ select/missing the queue almost almost always causes 2nd role pick

I've always found that when someone else backs out / misses their prompt to join a game (whether in the champ select screen or not) I will almost always get second role pick. I'm not saying it's necessarily an awful thing, but if I cancel the queue and rejoin i'm much more likely to get my first role pick instead. Surely this is counter productive? I assume people are reshuffled into the queue and first/second role priority isn't applicable when being placed back into the queue again a second time. Has anyone else noticed this?
