Gameplay : the devour of Tahm cant do damage to banner minions, is that normal?

I know when banner of command was giving immunity to ap damage, the w of Tahm Kench was unable to eat and do any damage. But is that normal that he cant do any damage to it right now with only the 40% reduced damage when he devour the minion buffed?
