Key Fragments Bugged

I have won 16 games in the past 2 days and i have not received a single key fragment, is this a bug or am i extremely unlucky. If i am just unlucky could riot please release the percentage drop of key fragments.

I have had this happen more then once since hextech came out. That is just how low the chances are.
