swain ult doesnt work with ultimate hat

as i started playing swain these days, been trying out different runes of swain and i found although the tooltip states the cd is reduced but in fact it is not. please fix this thanks :)

(first time doing a bug post, cant find a button to attach screenshots) but the bug happens 100% if the time
