ALL chat bug?

I experienced this like 2 weeks ago when i played on PBE and i was like this is probably just PBE bug, and then when patch hit live when the game got broken with all those Annie,pyke,morde stuff this bug also somehow got in and it still isnt fixed.When using shift + enter sometimes it wont open all chat and you are stuck until it randomly unbugs or until typing /all in chat to procced.But still this is annoying i use SHIFT + ENTER to use all chat and now its bugged.
