Client Bug

So, quite frequently, I encounter this thing, which when I get into a champ select the entire things freezes, which is strange, but what makes me know that it isn't my wifi and is the client, is that the chat box still works during all this.... makes no sense right? I included a video of it that just happened this morning. What pisses me off about this, is that is lasts so long that it counts as me "dodging" and during RANKED queues... I lose LP, for no reason, 2 nights ago, this happened twice in a row... I lost 13 LP and got a total of 35 minute dodge penalty... FOR NO REASON. I have probably lost a total of 30 - 40 LP with this stupid glitch, and whenever i do queue's with friends I get a dodge penalty for no reason when this happens and force my teammates to wait for no reason. It is frustrating, harmful, putting me behind in this closing ranked season. And really just bs. Thank you for reading Riot Sincerely -Seriously sick of Tank Meta
