Whenever I play Fiora top, when I level up to lvl 16, all my skill points have been added, so my q,w,e,r are all max level. I think it is a bug with kleptomancy.
This have happened twice on my other account, solistice.
Hextech OwI2 votesKlepto gives you occasionally an elixir of skill which gives you a new skill point. No bug at all if your inventory is full and you proc Klepto.
