[PBECLIENT] The download just stops.

I've had the launcher sit there for 2 hours when this happens but it always gets stuck at 78% (0 kps). I've tried to install the PBE since I was admitted 2 days ago however I've had no luck in actually installing it... ever. It gets stuck there multiple times. I Run it as an admin, no difference. I set to allow Peer to Peer, no difference. Disable Peer to Peer again, still no difference. Change regions from NA to EUW, still no luck. Disabled firewall and antivirus, still no luck. I can't seem to get it to do anything... even if I wait for hours once its stuck there it does not install. Even uninstalling League completely doesn't fix this. The normal client re-installs just fine but the PBE doesn't want to work... And yes it is the actual official PBE not a fake....
