Logging into chat services... forever. not able to connect to chat

I've been experiencing this bug, not being able to connect to chat services for awhile now. I cannot see my friend's list, cannot see all of the chat. Only exception is when I actually get into a game, then I can chat inside the game. please help to me fix this, I am having a hard time choosing a game position/ connecting to my LoL friends.
