[CLIENT] Champion Select Bug

I am able to select [hover] champions that I** DO NOT OWN** in **RANKED **champion select. In this case, I do not own Vel'Koz, yet I am able to hover the champion and most likely lock in (haven't confirmed as I'm not going to play a champion with no experience in ranked) . Would like to if someone else could confirm the lock in part.

10/10 reproduction on being able to hover. First post, will provide more information if necessary.
