d3dx9_39 failure, resulted in "leaver" for ranked

Wondering if this is a common problem for anyone else. I had gone through champ ban and select, selected my load out and when the timer hit 0, the game did not load and gave me the d3dx9_39.dll failure. It resulted in me being a Leaver and giving me a loss in my series. My team was able to remake the game and no one suffered anything except a loss of time. I tried multiple quick fixes such as running as admin and reinstalling directX with no luck. Much frustrate >:(
